You can already trigger release and pipelines using webhooks from GitLab.
Take a look at: http://docs.electric-cloud.com/eflow_doc/9_2/User/HTML/FlowUserGuide_9_2.htm#eflow_user/eventbasedtriggers.htm?Highlight=webhooks
Flow will generate a unique URL that you will then use to create in the Webhook in GitLab.

Yes, there is an enhancement request to support webhooks for all of the major git providers.
If you're ambitious and want it now, you can edit the WebHook.groovy code stored in the property
/plugins/ECSCM-Git/project/ec_endpoints/githubWebhook/POST/script
to implement your functionality. The current code is for GitHub and responds to pushes.
