For Database change deployment, I would recommend you look at DaticalDB from [Datical][1]. This will allow you to package your changes from your SQL scripts, create an artifact and deploy them alongside your application components using ElectricFlow.
There is a Datical Plugin for ElectricFlow to help with most common operations.

Yes, you can use ElectricFlow to make schema changes or patch data. Electric flow provides a number of dattabase plugins to run sql scripts
