The start and end attributes on the <job> tag itself are not time values but instead the value of an internal counter captured at various interesting points in the lifetime of the job. Electric Make uses those values when determining visibility of filesystem content. It's not likely to be useful to end users.
Timing data for jobs is recorded in the <timing> element, which has invoked and completed attributes, which are given in seconds since the start of the build.
