How can I copy an artifact from one Commander server to another?
Do I use:
wget https://user:pw@sourceCommanderServer:8200/groupID:key:version
then publish to the destination server?

The process outlined in your comment is correct.
In general terms:
Commander Artifact Repositories can only communicate with one Commander Server. The process you have described retrieves an artifact from a repository connected to the source Commander Server and publishes it to a different repository connected to the destination Commander Server.
